“A gun's a gun. You can use it as a doorstop but basically, a gun's a gun. A router that is used to filter internet traffic can be used to keep the internet running and keep out spam and ensure that everything is efficient. It can also be used to identify dissidents who then will be arrested and tortured and killed. That's the difference. It's a classic dual-use technology.”
